As part of its community stabilization projects, the International Organization for Migration 
(IOM) in Algeria is looking for a Monitoring/Evaluation Assistant. 

Under the general supervision of the Project Development and Reporting Officer and the direct supervision of the Monitoring and Evaluation Officer, and in close collaboration with the Regional Monitoring and Evaluation Officer, the Monitoring and Evaluation Assistant will support the implementation of monitoring and evaluation activities and provide support to project implementation.  

 
Core Functions / Responsibilities: 
1. Support the M&E Officer in timely and effective implementation of M&E and Learning activities in line with IOM’s M&E Guidelines and IOM Algeria’s M&E manual/mission M&E strategy and projects` workplans.

2. Assist to monitor that all information relevant to key project indicators and outputs is collected in a timely manner, and that all information collected is consistent with the information required for outcome monitoring and progress reporting. 

3. Undertake regular data collection in the field pertaining to various satisfaction surveys and assist the M&E Officer on the verification and validation of the data that is collected in eastern zone.  

4. Contribute to enhanced projects quality by undertaking quality monitoring in the field, recording lessons learned and providing best practices and by supporting the provision of on-the-job coaching of IOM staff, implementing partners and key stakeholders. 

5. Support routine, independent spot-checks of project activities and monitor quality of data by random verification and validation. 

6. Support the M&E Officer to capture the program success cases and wider positive changes made at the individual and community levels as a result of projects` activities. 

7. Support the M&E Officer on provision of inputs based on M&E data for regular updates of info sheets, bulletins, social media content, or human-interest stories, in close coordination with the Communication & Visibility focal point. 

8. Support the M&E Officer in reviewing and updating of the M&E manual/mission M&E strategy, plan and workflow periodically. 

9. Perform such other duties as may be assigned. 


Required Qualifications and Experience: 

Education: 
• High school diploma or university degree or equivalent diploma in social sciences, development, Information Management, or any other related field.  
• Proficiency in the usage of Microsoft Office (MS Word, Excel, etc.) is required; advanced knowledge of spreadsheets and data analysis in Excel and the data analysis software is an added advantage. 
• Excellent communication skills in English is required. 

Experience: 
• Minimum four (4) years of solid experience working in M&E with high school diploma, or minimum two (2) years’ experience with university degree. 
• Demonstrable experience in qualitative and quantitative data analysis and reporting.  
• Demonstrable experience in contributing to reports and public information products. 

SKILLS: 
• In-depth knowledge of monitoring and evaluation standards and practice of United Nations. 
• Good interpersonal and communication skills and experience of working on the field. 

Languages: 
• Fluency in English and French is required. 
• Working knowledge of Arabic is an advantage.
