Under the general supervision of the RMO and the direct supervision of the Finance Officer, the incumbent will be responsible for assisting the Country Office in executing aspects related to finance, accounting, internal controls and audits.
Core Functions / Responsibilities:
1. Review the budget performance reports; analyze the variances between the approved budgets and the actual expenditures and bring any material discrepancies to the attention of the Finance Officer, RMO and Projects Managers (PMs).
2. Assist in financial forecasting during project implementation phases and ensure all commitments of the project are actively monitored.
3. Contribute to the establishment of project-level monitoring and maintain a proper record of financial reports due dates;
4. Draft donor financial reports for projects implemented in Algeria in accordance with IOM regulations and established procedures, in close coordination with the Finance Officer, RMO and units in HQs or Manila and verify all commitments are cleared from the project.
5. Prepare donor invoices for projects implemented in Algeria and follow up on all funds to be received.
6. Assist in reviewing budget proposals of implementing partners, verifying reasonableness of budget line items and unit costs reflect prevailing market rates.
7. Build budget structure for all mission projects under PRIMA.
8. Assist with audits and verifications and other ad-hoc reports and keep required documentation is available in a timely and effective manner.
9. Review, confirm funding availability, or provide WBS if required, for all local travels and office expenses.
10. Review payment documents within the allowed threshold, ensuring that requested items/services are valid, and prospering budget lines were used.
11. Train staff on IOM's administrative/financial policies and procedures, including PRIMA/ ERP (Enterprise Resource Planning) used by IOM.
12. Assist the finance Officer in the preparation of monthly accounting statement package to be sent to head office and regional offices.
13. Perform any other duties as assigned.
Required Qualifications and Experience:
Education:
• University degree in finance, accounting or related field and a minimum of 3 years of relevant professional experience.
• High school diploma with at least 5 years of relevant professional experience.
Experience:
• Strong financial management background with responsibilities in accounting, reporting, budgeting, auditing, treasury and financial analysis.
• Knowledge of International Public Sector Accounting Standards (IPSAS) and SAP highly desirable.
• Solid experience in internal control assessment, internal and/or external audits/projects.
• Experience in computerized accounting systems (including Oracle).
• Advanced computer skills (MS Office Word, Excel and Outlook).
Languages:
• Fluency French and English is required.
• Working knowledge of Arabic
