Under the overall supervision of the Supply Chain Officer and the direct supervision of the National Procurement and Logistics Officer, and in collaboration with other IOM colleagues, the incumbent will perform routine administrative functions in the area of procurement, logistics and common services for the IOM Algeria various projects. In particular, the incumbent will be responsible for the following responsibilities. 
 
Responsibilities and accountabilities : 
1. Support the purchasing of required office equipment, supplies, materials and office furniture. 

2. After receiving request for purchase of equipment and/or office supplies (with specifications) from Project Manager or Programme Assistant, present obtained quotations and tenders to approving officer and secure written approval before finalizing procurement. 

3. Assist to closely coordinate with and ensure that all project-related purchases are reviewed and approved by the Project Manager. 

4. Support the coordination with the Finance Department to ensure that prior to the final ordering and delivery of the equipment/materials, the project code, account code and budget line item have been determined. 

5. Follow up on the timely delivery of procured supplies and materials. Follow up with the Vendor for supply system and status of supplied item at its destination like installation, commissioning etc. 

6. Maintain records of all processed transactions, quotations, copies of records of expenditure, receipts, local order forms, etc. 

7. Assist to conduct first review of vendor invoices to ensure compliance with POs/Contracts and goods/works/services received and follow up with the Finance Unit to ensure that suppliers’ accounts are settled on time. 

8. Adhere to the proper IOM administrative procedures and standards for follow up, bidding, ordering and stock keeping. Bidding documents, procurement and service contracting documents, amendments, contracts in correspondence and approval of LEG unit before entering into obligation for procurement procedure. 

9. Follow up on all import permits and tax exoneration processes for incoming shipments. 

10. Draft letters for all administrative purposes pertaining to import permits and tax exoneration for all incoming shipments.  

11. Assist with operational aspects of IOM shipments and all aspects related to import permits and tax exemption processes. 

12. Perform other related duties as maybe required. 

 
Education: 
• University degree in Purchasing and Supplies Management or a combination of relevant training with two (2) years of practical experience with progressively managing procurement and logistics operations.  
• Or completed High School degree from an accredited academic institution; four (4) years of professional experience; High level of computer literacy (MS Office Word, Excel and Outlook) in particular experience in computerized accounting systems including SAP application. 

 
Experience: 
• Demonstrated ability of working effectively and harmoniously with colleagues from varied culture and professional backgrounds in order to achieve desired goals. 
• Demonstrated ability of working and having established rapport with public institutions such as Ministry of Foreign Affairs, OBR (tax authority) and Ministry of Health (DPML in particular). 

 
SKILLS 
Analytical, communication, interpersonal and advocacy skills, sensitive to and awareness of the local development, good knowledge of computer management and applications, experience in using SAP/PRISM system is desirable. 

Languages: 
REQUIRED 
For all applicants, fluency in English and French is required (oral and written).
