Assisted Voluntary Return and Reintegration (AVRR) a core activity of IOM Algeria is part of its comprehensive approach to migration management. Through its AVRR programmes IOM provides administrative, logistical and financial support – including reintegration assistance – to migrants who are unable or unwilling to remain in their host/transit country and express the wish to return to their countries of origin.

Under the overall supervision of the Head of Programmes; and the direct supervision of the National Project Officer AVRR, in collaboration with relevant units in sending and receiving missions, the successful candidate will be responsible and accountable for providing support to the returnees through the provision of reintegration support as per the programmatic guidelines of the various AVRR projects.

Core Functions / Responsibilities:
In particular, the Incumbent will be responsible for the following tasks:

1. Assist all returnees who return under IOM’s AVRR programmes to devise viable reintegration plans.

2. Assist sending missions to facilitate the voluntary return of Algerians through provision of information, virtual counseling, arranging shelter, conducting family tracing etc.

3. Liaise with relevant units, such as finance for disbursement of cash grants and with procurement for provision of in-kind reintegration assistance for Algerian returnees.

4. Support the review of reintegration assistance plans of migrants returning from Algeria to countries of origin with IOM assistance, ensuring compliance with IOM financial rules and regulations.

5. Maintain an internal database on migrants provided with return assistance, including to track the status of the provision of reintegration assistance under IOM Algeria projects and follow-up with IOM missions in countries of origin as required.

6. Support monitoring missions from other IOM offices through the facilitation of logistical arrangements including with returnees.

7. Conduct monitoring of return and reintegration activities (via phone and in person).

8. Maintain an updated record of cases and files while ensuring the confidentiality of     the data and the standardized use of IOM’s Migrant Management Operational System Application (MIMOSA) and other mission specific databases and tools.

9. Keep records of relevant project documentation, upon request of the Project Manager/supervisor, providing the document and inputs necessary for the timely submission to the Donor of narrative and financial reports and reimbursement request.   

10. Perform such other duties as may be assigned. 


Required Qualifications and Experience:
Education:
• University degree from an accredited educational institution in human or social science, business and administration, or High school degree/certificate with at least four years of relevant working experience

Experience:
• Two years of relevant working experience with a University degree.
• Four years of relevant work experience with a high school degree.
• Experience in working with international organizations, governmental and diplomatic authorities is an asset.
• Ability to manage logistic and administrative aspects of projects.
• An experience in the area of reintegration and assistance to migrants or refugees  is  an advantage;
• Experience in liaising with governmental and diplomatic authorities as   well as  with national and international institutions;
• Familiarity with financial and business administration.
• Experience in drafting narrative project reports and project documents.
• Good written and oral communication skills, strong cross-cultural skills, effective in

Languages:
• Fluency in English and French is required. 
• Working knowledge of Arabic is an advantage.
