Responsibilities:
- Lead efforts to review, modify, and apply current Oxy Policies and Procedures for Oxy staff in Algiers (expat and local)
- Coordinate recruitment activity for Oxy staff positions; including liaising with agencies, background screening company, medical checks, Oxy compensation team, and external counsel if required
- Provide an ‘Expat Relations’ service to the resident staff in Algiers – delegating work to external suppliers and the administrative members of the Algiers office as appropriate. This can include, but not limited to, issues relating to housing, schooling, utilities, allowances, driving, medical, benefits, travel and more
- Responsibility for updates to the Accord de Principe (Block Visa) for Algiers and all ‘right to work’ matters for incoming Oxy residential expats in Algiers including Visas, Work Permits and Residence Cards
- Formal responsibility for matters involving the Labour Office, Ministry of Employment, ANEM, CNAS and related bodies
- Creating and maintaining HR documentation required for compliance, such as but not limited to Legal Books, Reglement Interieur, Payroll records, Leaves (paid time off) records, sickness/absence records
- Oversight of Benefits issues for Algiers staff, including annual renewal of insurances and market reviews of Compensation and Benefits competitiveness.
- Support line managers with the annual performance review process
- Maintain in-depth understanding of job roles and responsibilities across the Business Unit and plan for changes to the organization structure and workforce make-up.
- Work with London Oxy HR and Oxy management within Groupement Berkine on nationalization strategies for GB. Liaise with GB HR on matters related to the Accord de Principe held by GB for Oxy rotational expatriates.
- Ensure HR & Finance processes are coordinated for Annual budgeting cycles, CNAS (Algerian social security), IRG (Algerian income tax), Training Levy reclamations and Payroll matters.
- Act as a CSR (Corporate Social Responsibility) champion within the Algiers office; liaising with and delivering work through other team members in Algiers, London, and Houston.
- The HR Advisor will regularly liase with external suppliers (recruitment, tax, payroll, contract staff, training suppliers and more), Governmental bodies (CNAS, Labour Office, Ministry for Foreign Affairs Consulates) and a wide range of Oxy staff globally for policy and practice matters.

Requirements:
- Must have at least Bachelor’s Degree level education – preferably in Human Resources Management, Business Administration, or related academic field
- 10 or more years of relevant experience; this should include at least 3 years operating at a supervisory level (of process, systems, vendors - not necessarily supervising other staff).
- Applied experience in a broad range of employee-related programs, including employee relations, policy administration, performance management, organizational effectiveness, compensation, and recruiting.
- Experience and comfort in consulting with line managers; ability to provide candid and direct feedback.
- Excellent written and verbal communications skills. Must be able to effectively explain issues, express opinions, ask questions, actively listen, consider alternative ideas, and deliver presentations. Must be comfortable delivering challenging messages and presenting decisions and issues to senior management
- Must be fluent in French & Arabic and have very strong English language skills (written and spoken)

- Customer-service focus; ability to interact professionally in a helpful, courteous, and professional manner
